You can ask apple to remove the activation lock online on this page;

Remove the Activation Lock Here.

Or this;

If you can't remember/gain access to the apple id that paired the watch to the phone.Take the watch and it's receipt with the serial number along with some photo id and any other proof of ownership to an Apple Store and request that they remove the Activation Lock for you.

This is not working for me, my watch has been reset and completely wiped several times and yet when I try to pair with the new iPhone, it constantly asked for the password of an old itune/app store account that I have no access to the email account as its an old company I used to work for. My new phone is all set with my current app store account, so good ness knows where the phone is picking up this random app store account from.
