Can’t get to control center on watch.
My watch has the red notifications dot. When I swipe up I can’t get to control center. My apps seem to be working, just can’t scroll down or up on the face.

The first (and simplest) thing to try if something isn’t working right is to restart your Apple Watch and its paired iPhone. If necessary (device not responding), try a forced restart. Both methods can be found here:

If that doesn't help, the next steps would be to unpair and pair your watch again and restore from the backup just created. This should result in no loss of data. It deletes all temp and corrupted files and re-indexes the file system.

I had the same problem , in most of this situation try to press and hold the to buttons for seconds , after that you will see the apple icon then let go og the buttons , the watch will restart and every thing will be fixed , it has worked to me !
if it doesn't work try to check new updates for the watch sometimes if you have alot of updates it starts working not well , after I wrote this post I've seen that there is some tell you what should you do !
