Siri doesn’t know my location

I have location services turned on

i have set my correct address in my info and have verified that with Siri

i have restarted etc

i have also tried a solution someone else tried and set my home address as my parking spot on google maps

i am connected to the internet

none of the above have fixed the problem

siri knows where I live, confirms location services is on, but if I ask for weather or “where am I” Siri says “I don’t know where you are..”

does anyone know what phrase I can use to get Siri to at least tell me WHY my iPad can’t find my location? This problem has persisted through two iPads, several different iOS versions 2 different physical addresses, and several different network connections….
