How do you uninstall an app from the cloud?

Apps are not stored nor installed on the Cloud. So not exactly sure what you mean by "uninstall an app from the cloud".

Apps are installed into a device and can be deleted from there. Once deleted, they can be re-downloaded from the App Store.
