Phone was stolen and trying to locate with local authorities to track using IMEI number. Full number is hidden and only shows last 5 digits through the iCloud site. How do I see the full number?

Try going to appleid.apple.com on any browser. Then sign in to your Apple ID and check the list of devices. Once you have found the device you need information on, click the device name to show the IMEI number.
Note however that you cannot actually track the phone with the IMEI number: to do that you have t o enabled Fine my iphone on it, and it has to be on, not wiped, and able to connect with a network. You would check this at icloud.com in the fine My iPhone section.
The IMEI number can be used to identify the phone if recovered, as can the serial nuber: and your service prov ider (not Apple) may be able to lock the phone permanently using the IMEI number, thus rendering it useless to the thief.
