Is it possible to download and install the iOS 15.5 software on the iPhone 11 Pro Max Without installing the iOS 15.4 already?

yes, you do not have to iterate thru the versions between..

I don't believe you can be connected to the internet via hotspot though, which is what your screenshot shows
