iPhone XR Side Button Double Click Not Working

I have a brand new iPhone XR but double click for Apple Pay isn’t working, neither is triple click for Guided Access, despite both being enabled. I have disabled double click for wallet, restarted the phone etc then enabled this again but still no luck. Potential hardware issue? Button works fine to lock phone.
