Version I have currently installed is 10.12.6! All later versions and apps are requiring me to download 10.13 before I can download/open apps. How am I able to get older version

Back up your data, check your applications for compatibility, and click on the download link for High Sierra in the Related Article above; if your Mac model supports a newer version, you can get that instead. Ones found elsewhere in Apple's Knowledge Base are updaters and can't be used for a full-version upgrade.
