Troubleshooting Lagging Safari:
Clear Temporary Internet Files:
If Safari is slow, try clearing out your Temporary Internet Files: History, Cache, and Cookies. Go Here: Clear your Safari browser history and set up content blockers on your iPhone, iPad, or iPod touch
That was the first thing I tried. All devices have slowed at the same time. Mail is slow rendering from WebKit. Something else or dns is slow from safari. I have different devices with different accounts. All have been suddenly affected

Troubleshooting Lagging Safari:
A. Disable Safari in iCloud Settings.
All would be syncing among devices. So, disable Safari in iCloud Settings.
B. Single-Out this Network:
Also, try anther network. If there is a difference, then power off your router for 30 seconds, and power it back up.

Why the Issue?
Then something may have been running in the back ground. Perhaps a download?
