Using Apple Watch in Europe

I have an Apple Watch Series 5 with AT&T cell service. On an upcoming trip to Europe with my watch, will I be charged AT&T's $10/day if I do not turn off cell service to the watch?

That's a question best answered by AT&T. Where your cell phone bill is concerned, it's always best to get the answer directly from your carrier.
