I cannot access my passwords that i saved on icloud

If you are referring to passwords stored in Keychain, those can be accessed from your phone if you are logged in to iCloud and keychain is enabled under Settings > Apple ID > iCloud. Going to Settings > Passwords on your phone will show you the passwords stored in keychain.

Finally apple let me reset password BUT will not let me access my saved stuft from omd phone
