iTunes account disabled

My debit card information was stolen I was trying to change the payment method on my account but it says my account has been disabled. I’m trying to connect my iTunes so I can get my Music back and update my iCloud storage which I am not being allowed to do because my device has been disabled.

iPhone 8 Plus, iOS 15
