How to get apps to download to new phone from apps?

You can't download apps from iCloud. Apps that were installed on an older device will be transferred to a new device if the new device was restored from a backup. You can also go to AppStore and then click on your picture on the top right and then select 'Purchases' to see the Apps you have downloaded in the past.
