I can’t login into my iCloud

I lost phone and got new phone but I can’tlogin into my iCloud cuz I didn’t have another apple device and they said I can’t login after so many attempts til June 2nd. Today is June 2nd and I still can’t. Why not?

However, I just purchased the iphone 12 Pro Max and I transferred my Andriod phone number and infomation to my iphone 12 Pro Max. I can’t log in i lost my phone on bus and my apple id is different on my phone and ipad im trying to log into my phone apple id so i can find it but since i dont have my phone i cant verify that its me so it won’t let me log in.
