Why is my phone saying I have a declined card even though my card is fine do y’all know what’s wrong

i bought a lot of coins on TikTok to give to my uncle since he is new to streaming and I bought like 2 thousand and now when I try to download a app it says you need a payment method and so I put in my card info and it said try again later your card is declined
