Why is iOS and system data taking up so much memory?
Over 23 GB is being used by these things. What can I do to decrease them or wipe then clean?

Well, if you wipe out iOS your iPhone will cease to work, it requires an operating system. As far as System Data in can fluctuate. Have you tried a forced restart of your iPhone and then looked at it?
Well obviously that would be the case. Don’t understand the smart comment back. But does iOS 15 actually take up 8gb I was reading up it was around 2-3. I’ve clean safari and have restarted multiple times.
It actually depends on the model phone you have but it has been larger than 2 - 3 GB for some time now. When you restarted did the number is System Data change at all? If no, you may have a corrupt file or file(s). Try restoring your iPhone from your backup. On may iPhone 13 Pro Max the iOS is 9.21GB but System Data is only 14.53.
