You can use a Windows computer and iTunes to restore the device. You cannot use an iPhone or iPad to restore a disabled device. You must use a MacOS or windows computer to restore it. There are no other options.

If you don't have a computer, borrow one from your relatives/friends/neighbors or ask for help at an Apple Store or Authorized Service Provider.

The computer must run iTunes latest version (if it is a Windows PC) or Finder (if it is a Mac running MacOS catalina or later).
