I don’t want to update to the latest version on my iPhone 8, can I update to iOS 14? I have iOS 13.3.1 on it now

No. You can only update to the most current version your iPhone supports. For an iPhone 8, that is iOS 15.5.

If I have my phone backed up can I go back to my current 13.3.1 if I update but change my mind on the 15.5 version?
No. There is no way to rollback an iOS update. Once you update there is no way back.
