Presumably your iPad is Activation Locked.
Here are the Apple support pages that outline the Activation Lock - and the only mechanisms by which it can be turned off:

Turn off Activation Lock – Apple Support
As you will discover, unless you are the owner of the AppleID that was last used to activate the device, you’ll not be able to defeat or bypass the Activation Lock. With documentary evidence that you are the original owner (such as sales receipt showing the serial number), Apple may be prepared to assist - otherwise they and nobody here will be able to help you.
If you have the necessary documentation, Apple have recently introduced a new portal though which you may be able to request release of an Activation Lock:

However, recovery of the AppleID credentials should be possible…

Unless you AppleID account has not been fully/correctly configured, or has been seriously neglected, recovery of the AppleID and password should not be difficult.

As others have already said, only the previous owner of the iPad can remove the activation lock. Send that person the article -What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support (CA)

I am able to signin online my Apple ID and Password. I've plugged my iPad to the PC and through iTune on my PC, I am able to see the iPad. The problem is with the iPad. On the Activation Lock screen, which I can see both on my PC as well as the iPad, it does not accept the Apple ID email address as well as the password. How do I resolve the issue on my iPad?
That means the device is activation locked to a different iCloud account.

Only the owner of the account used to lock it can remove the activation lock.
There is no way to bypass it.
I am able to signin online with my PC, using Apple ID (*****@gmail.com) & Password. I have connected iPad to the PC and able to see the iPad screen. But when I reach to the Activation Lock screen while scrolling on my PC, and putin the Apple ID & Password it does not accept the ID with @gmail and the PSW. The error message is "The Apple ID "******@gmail.com" cannot be used to unlock this iPAD. What do I do now?
If I cannot Activate the Lock and also reformatting the iPad will not remove Activation lock, then how do I make my iPad function normal. It does not accept the Apple ID and Password. Is there no easy way out??????
