A few months ago, I called Apple for support as I had forgotten my passcode. They thought I had said I forgot my AppleID password. So, I was told to try resetting it, which didn’t work. In any event, the confusion led to them placing a type of lock on my phone wherein they lock it to ensure that someone else had not accessed my Apple account which resulted in my phone being locked for 21 days and it cannot be reversed regardless the reason. After 21 days, I got a message stating I was now allowed to reset my AppleID password and once I did I was able to get back in.

I would suggest calling Apple to see if they did something similar.
