I received a message that my phone was turned over . They wanted me go

amd enter address.

It is probably a scam. Someone is trying to get you to remove the Activation Lock so they can use it. Put the iPhone in Lost Mode. See the 'If your device is lost or stolen' section in:

Activation Lock for iPhone, iPad, and iPod touch - Apple Support


Do you mean your physical address? If they want to return it, at the very least, meet in a public place. I would not give out my street address too a stranger.
