For issues with a payment method being declined you may try some of the helpful steps on this page here: If your payment method is declined in the App Store or iTunes Store - Apple Support
It may also help to try removing and re-adding the Apple Card, and then try using it again. The option to remove it can be found in Settings > Wallet & Apple Pay > Tap the Apple Card. This page can help to add it back: How to add Apple Card to your Apple devices - Apple Support
