I purchased a new iphone and created a new apple id. After completing 'payment' and 'shipping' methods I cannot download apps in App Store, which shows 'This Apple ID has not yet been used with the App Store'. After I click 'review', it shows 'Complete your Apple ID', but nothing happens w hen I click 'next' after choosing 'Region' and agree to Terms and Conditions.

Can you please try opening the Settings app and tapping your name at the top of the screen. From there, tap Media & Purchases and see if you're able to sign into your Apple ID account here? If it's already signed in, go ahead and log out and then log back in and see if you're able to get everything working as expected.
