I recently bought minecraft on my phone but because of my space issue I decided to delete it although the problem is that now when I have space that is free whenever I try download I have to reinput my credit card data but once I do I have a statement from my bank saying I have incuffecient funds for the transaction

You must have a functioning payment method to use your account. If the payment method doesn't function you can't use the account.
