Photos on iCloud Drive that I want to see on my iPad photos app

I have used iCloud.com on my Windows pc to upload some photos thinking that being on the iCloud Drive they would be part of my photos collection but I can only see them as a file on a the iCloud Drive but not in photos. Surely there is an easy way make them available to photos- any searches I have made keep acsaying download to pc then upload which is effectively what I have done

Upload the photos to the Photos app at iCloud.com, not the iCloud Drive app at iCloud.com. If you do that and if iCloud Photos is turned on in the iPad, the photos will automatically sync with it and be in the Photos app on the iPad.
