Remove activation lock

I have a phone that has another phone linked to my phone. I am trying to give the phone to my mom however it’s asking for password which I don’t remember . I followed the steps to removing activation lock however when I go back to phone I’m trying to activate it is still asking for cloud id and password. I made sure I removed that device on my phone and it’s still not letting me activate the other phone . Please help
