Let’s isolate the situation a bit further. When using Apple developed apps such as Maps, Safari, Apple Support app, etc do you notice the same behavior where your location seems to be misidentified? Do you use any type of VPN software or profile on your iPhone or other device that is connected to your Apple ID? 

You can also check the location settings for these third-party apps to find out if you’ve allowed them to use your device’s location to pull information. The place to check that is in Settings > Privacy > Location Services. Turn Location Services and GPS on or off on your iPhone, iPad, or iPod touch
