Apple Pay for 13 year old
My 13 year old has a debit card and is trying to setup Apple Pay for it. It is asking for a state ID or drivers license. So do I really have to buy an ID to make this work?

Thank you for reaching out to Apple Support Communities, and we'll be happy to help in any way we can. We understand you're having issues with adding a card under the age of 18. Yes, you would need to be the age of majority (18) to have it work properly.
