How do i turn off annoying popups on my ipad that asks for my password every 2 seconds ?

Every time I use my Ipad I get annoying popups every 2 seconds asking me to enter my password. When I enter my password it continues to ask for my password. How do I turn off these terribly annoying popups?

Also when signing into iCloud from another device it asks for security questions. It will not take my answers that I know are correct and it will not let me change my questions. What do I do? This is a sickening nightmareish experience.
