After a month it is hard to recover deleted photos. The Recently Deleted album is saving the deleted photos only for thirty days. After that time you need your own backups to recover deleted photos.
Have you saved your photos regularly to a computer?
Or have you backed up your iPhone to a computer and saved your backups there for a long time? If you still have a backup from before you deleted the photo you can recover it from the old backup by restoring the iPhone from this backup. But you have to make a current backup, so you can revert to the current state after recovering the old photo.
iCloud Photos is storing your photos safely, but it is only saving the current state of your Photos library. It does not provide a backup history like Time Machine on a Mac. If you delete photos permanently, they are gone and you cannot recover them from iCloud Photos. You need a backup. And if you have been using iCloud Photos, the iCloud backup of the iPhone does not suffice, as an iCloud backup will not include the photos.
