when i put the i pad into the mode of plug into itunes to restore it, itunes says must have latest version of itunes to install os15 or whatever, so i go to get the update and it says it needs windows 10 to do the update. WHAT AM I TO DO????????

You don't update the ipad, you restore it to factory settings as outlined here If you forgot your iPhone passcode - Apple Support

Well I did say that when I put the I pad into plug into iTunes mode to restore it
any way you must not be getting it
it seems like there is no update for Windows 7 to be the current or latest version of iTunes meaning it won’t update iTunes to be able to restore the iPad
The current release of iOS requires iTunes 12.12.0.6 or better to restore. Windows 7 is maxed out at 12.10.11.2.
