You can try rebooting your router and computer in case there is an issue with a stale DNS record. Otherwise try the Payment Methods area of https://appleid.apple.com/account/manage.

Do you an active subscription to Apple Music? You cannot remove your payment method when you have a subscription in place. Either way it sounds like you need to talk to Apple Support.

What version of Windows? What version of iTunes? Windows XP is no longer supported, neither are versions of iTunes older than 12.7.2.58.

I tried everything regarding router,computer but no use and I tried payment method link also but no use, unable to remove old payment method and in Android apple Music app, there is no option like none or add new payment method also
