I received a message from Apple Pay saying this man could not receive money from Apple Pay-i never intended to send him money and DON’T even have Apple Pay, was he trying to get into my account?

That just sounds like a scam attempt. Did you hover over the sender's email address to see if it had apple.com at the end of it? If not, it's just crooks trying to get your info to be able to get to your money. Don't click on anything, just delete it.
