My account has been disabled,how do I fix

Follow the suggestion in the support document you posted from. Blue text is a link to connect you with Apple support to help you fix it. Only they can fix whatever is wrong when you get that message.

If you see a message that says "Your account has been disabled in the App Store and iTunes," contact Apple Support for help.
