All models of iPad Pro will be supported by iPadOS16. However, it is not clear if all new features will be available to all supported models of iPad or iPad Pro; it is not unusual for some features to be hardware dependent - and be available on some models and not others.
At present, the best information that is available as to iPadOS16 features can be reviewed in the Keynote Presentation - this being available for replay on both the Apple website and YouTube.
