My husband’s new iPhone 13 screen was frozen this morning. When he tried to power off to reset, the power off button on the screen would not respond. When he tried another solution, to hold down both the right side button and the volume DOWN button the left side, an alarm sounded and he received a phone call from some kind of emergency operator. What to do now?!

If he didn't receive the prompt to slide to power off his iPhone 13, lets see if he can force restart using the steps below:
Press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the side button. When the Apple logo appears, release the button.
