You have run into Activation Lock which can only be removed by the holder of the lock. Apple cannot remove the lock and for privacy reasons won't help you locate the previous owner. Unless the shop will help you do so and you can contact the owner and get them to release it you won't be able to use that device, it is an anti-theft measure. Recycle it responsibly.
