ipad recovery screen

my ipad was not backed up so when I see the recovery screen what do I do to start from scratch setting it up

Follow the steps in the support document you posted from. (If you see the Restore screen on your iPhone, iPad, or iPod touch) When setting it up again, simply skip the part about restoring a backup.

Incorrect. iTunes continues to exist. iTunes exists on Windows PCs and Macs running macOS Mojave or earlier.

If you have a Mac running macOS Catalina or later, then you can use the Finder to restore the device as instructed like you would with iTunes.
