I believe that my IMessage is activated on my phone, but why is it indicating in Settings that it is “Waiting for activation “?

Messages needs to send an SMS message to Apple's activation server. It may take some time for that process to complete.
If your Messages app is working and you can send messages normally, then the message may be in error. Otherwise, it may not have been properly activated yet.
