If you know who that person is, you can report it to your ISP & police. Then they can take action.

Hacking an IP address falls under computer intrusion.

In my region -> You can get a prison sentence of up to 2 years or a fine of up to € 21,750 for computer intrusion. If you change, save or copy someone else's data on your own computer, you can even get 4 years in prison.

It's of course where you live.

You can also ask your ISP for a different IP address.
