How can I get the update 13.0 for my mini ipad? The last one that I received was 12.5.5. When I go to software update, the ipad show me a message the update is up to date, but Some apps needs 13.0 or more to use that apps.

Your original iPad Mini is too old to update beyond iOS 12.5.5. It lacks components needed to run newer software. If you want newer Apps, you will need to get a newer iPad.
