Almost every time i try to rip a disc, I get an insert a blank CD, an unknown error occured
Is that a problem with my windows 10 or Itunes?

An insert blank CD message would be expected if you were trying to burn a CD, not rip it. See Import songs from CDs into iTunes on PC - Apple Support. Or perhaps you trying to burn a playlist after all in which case see If you have problems burning a disc in iTunes on PC - Apple Support. Optical drives may have a shorter lifespan than your computer overall.
