Does the Apple Watch LTE features work in Ukraine?

Does the Apple Watch LTE features work in Ukraine? I wonder if I can use cerrular in my Apple Watch Series 7 with LTE without IPhone.

According to this,Ukraine is not on the official list of carriers that support the apple watch;
