Unable to turn off/restart iPhone or open any apps

Does anyone know a way to hard restart an iPhone? When I opened my phone, I tried to close my homescreen but the on/off button wasn't working. I tried to hold the power and volume up buttons to try and slide it off with no work.

Also, tried to hard restart but it wasn't working either. Moreover, I can't open any of the apps on my phone. If I hold the icon it'll let me move or delete apps, but I can't execute anything that involves opening the apps. When I hold the power button, sometimes I receive the voice control option but that does nothing.

Oddly enough, my screen can go to sleep and I can unlock my screen to open the phone but nothing other than that.

iPhone 12, iOS 14

First take off any case. Then:

Press and very quickly release the volume up button. > Immediately press and very quickly release by the volume down button > Immediately press and hold down the side button and keep holding the side button until the Apple logo appears, release the side button. If your iPhone won't turn on or is frozen - Apple Support
