I’m running out of space in my iCloud account and don’t want to buy more on a monthly basis. Most of it is in back ups. How do I delete some of the old back ups?

You can delete unwanted files by logging into your iCloud, this will saves your cloud storage

That is true of files synced to iCloud Drive but is not a way to delete iCloud Backups. You cannot view or delete iCloud backups by logging into www.icloud.com
