how do I get my account back when it’s been hacked , I tried doing the process it wouldn’t take my drivers license. I did the process of submitting my Information, when I submitted my I’d in picture it said system down

What makes you think it is hacked. For all, you know it could be some other issue. Ask a simple question to yourself that what the hacker is going to gain by accessing your iPhone because hacking is time-consuming and requires skill which is a cost.
Was your iPhone Jailbroken? Was the iOS not updated? Did you leave the iPhone unattended in a public place?
