Seems you can only see the recently deleted pictures on iPhone.
Permanently deleted pictures can only be seen in a few circumstances:
such as:
✽. if there is a back-up of the particular pictures in existence.
or
✽ if a friend or family member etc. has copies of the pictures that they can share.
