I just updated my iPhone to the IOS 15.5 and now I can’t call or receive any phone calls, my data is on, I restarted my phone, it is not in do not disturb mode. I do not understand what to do to fix this and the same thing happened to my husbands phone.

You can only text to other iPhone users, because they don’t use the cellular network. You need to contact your carrier and have them review your account.
I tried all of the recommendations and still have not been able to call. I contacted apple and they set up a phone call and still my phone is not receiving any calls
