iPad Air 2 disabled...how to fix with no PC...cant use iTunes have update issues

You can't fix it without a PC. Once disabled, you absolutely need a computer (Mac or PC with iTunes or the Finder).

You will need to borrow one form a friend or relative, or if that is not possible, go to an Apple store and request to use one of the floor models. There is no way around the need for a computer.
