Personally, I would NOT invest that much into such an old iPad. I'd apply that money towards a newer iPad. Either a new iPad Pro or the newest iPad Air 5 will run circles around your device.
Apple stores do not actually repair iPads, but only offer in/out of warranty device replacement, when possible.
If your iPad year and model is still under a paid, two-year, AppleCare+ warranty plan, device replacement will cost a replacement fee of $49 U.S.D.
If no or no more two-year paid AppleCare+ warranty coverage, then the device reaplacement cost go up dramatically to apprix. 60% of that iPad's original purchase price.

That's light bleed through from the LCD. That's a hardware issue and nothing you can fix on your own. If it bothers you, schedule an appointment at your Apple Store Genius Bar for evaluation and options.
